Terms of Service
These General Terms and Conditions (hereinafter: Terms) govern the legal relationship between the service provider Cerebro OÜ (hereinafter: Clinic) and the service user (hereinafter: Patient) in the provision of healthcare and psychiatric services.
1. General Provisions and Booking
- 1.1. Cerebro OÜ is a fully private clinic. The Patient shall pay for all services provided by the Clinic in accordance with the current price list.
- 1.2. These Terms become binding on the Patient from the moment they book an appointment or order a service (via the website’s booking system or the national Digital Registry).
- 1.3. A referral from a family doctor or specialist is not required to visit a psychiatrist at Cerebro OÜ.
- 1.4. When attending an on-site appointment, the Patient is kindly requested to present a photo ID (ID card, passport, or driver’s license).
- 1.5. Emergency Care: Cerebro OÜ does not provide emergency psychiatric care or crisis intervention. In the event of an acute health issue, psychosis, or an immediate life-threatening condition (including suicidal risk), please contact the emergency room (ER) of your regional hospital’s psychiatric clinic or call the emergency services at 112.
2. Special Conditions for Remote Consultations (Video Visits)
- 2.1. A remote consultation (video visit) is legally and substantially equivalent to a standard on-site visit, and the same pricing and cancellation policies apply.
- 2.2. Technical Platform: Remote consultations take place via Microsoft Teams. The Clinic will send a Teams invitation link to the Patient via email prior to the start of the appointment.
- 2.3. Technical Requirements and Connection: Since the appointment takes place via video link, we kindly ask You to ensure that your device’s webcam, microphone, and internet connection are working properly before the visit starts. This ensures that the private consultation time is fully dedicated to supporting You. Regrettably, the Clinic cannot offer a replacement appointment or refund the fee if the visit is interrupted or fails due to technical issues on the Patient’s side.
- 2.4. Confidential Environment: We kindly request the Patient to stay in a closed, separate, and private room during the remote consultation to ensure the full privacy and confidentiality of the conversation.
- 2.5. Prohibition of Recording: Audio recording, photographing, taking screenshots, or video recording of the remote consultation without the explicit, prior written consent of both parties (both the Patient and the psychiatrist) is strictly prohibited.
- 2.6. Identity Verification: The psychiatrist has the right and a legal obligation to ask the Patient to display a valid photo ID to the camera at the beginning of the visit.
- 2.7. Limitations: The psychiatrist reserves the right to determine whether the Patient’s health status allows for remote service delivery. If an on-site visit is necessary for the safety of diagnosis or treatment, the doctor has the right to direct the Patient to a physical appointment.
3. Changing, Cancelling, and Missing an Appointment
- 3.1. If You need to change or cancel your appointment, You can do so independently up to 24 hours before the scheduled time. In case of a timely cancellation, the prepayment will be refunded within 7 days to the same bank account from which the payment was made.
- 3.2. Sudden Illness or Force Majeure: If an unexpected illness or other unforeseen emergency makes it impossible for You to attend, please inform us as soon as possible at info@cerebro.ee, and a full refund will be provided.
- 3.3. Lateness: Please arrive for your appointment on time. If a Patient is more than 15 minutes late, the doctor may not be able to conduct the visit due to privacy rules and the schedules of subsequent patients. In such cases, the fee is non-refundable.
4. Online Prescription Renewals
- 4.1. Renewal of repeat prescriptions can be ordered through the Clinic’s online booking system.
- 4.2. Online prescription renewal is a paid service in accordance with the current price list of Cerebro OÜ.
- 4.3. Prescription renewals are always based on the doctor’s medical assessment and are intended only for regular patients currently undergoing treatment at the Clinic to extend repeat medications.
- 4.4. If a prescription renewal is not medically justified or safe (e.g., the treatment plan requires adjustment or too much time has passed since the last visit), the prescription will not be renewed. Please note that the decision to renew a prescription is always made by the doctor based on medical necessity. In such cases, the service fee will be refunded within 7 days, and the Patient will be advised to book a standard appointment.
- 4.5. Processing Time: An online prescription renewal request will be reviewed and processed during the specific calendar day for which the Patient booked the service.
5. Terms of Payment
- 5.1. Prices for all services are published in the price list on the official website of Cerebro OÜ. The Clinic reserves the right to change the price list unilaterally.
- 5.2. Prepayment: To ensure that your booked time is fully secured, payment for initial visits and remote consultations is conveniently collected as a prepayment during the online booking process. As soon as the payment is completed, the time is reserved for You, and the doctor will be waiting for You.
- 5.3. Digital Registry Bookings: If You book an appointment via the national Digital Registry, we will send a prepayment invoice to your email. Please pay it by the deadline indicated on the invoice – this lets us know You are definitely coming. If the invoice remains unpaid, we will release the appointment slot to other patients in need of care. Cancellations and modifications remain available up to 24 hours before the appointment (see section 3.1).
6. Patient Obligations in Treatment and Data Protection
- 6.1. Cerebro OÜ guarantees the full confidentiality of the Patient’s personal and medical data in accordance with the General Data Protection Regulation (GDPR) and the Health Services Organisation Act.
- 6.2. Data related to the treatment relationship, issued prescriptions, and diagnoses are submitted to the national Health Information System (Terviseportaal / Digilugu) in the manner and scope prescribed by law.
- 6.3. Cooperation and Disclosure: The Patient is obligated to provide the psychiatrist with full and truthful information regarding their health status, other medications/substances used, co-occurring illnesses, and pregnancy. The Patient undertakes to immediately inform the doctor of any side effects of the prescribed treatment or any significant worsening of their condition.
